Change the rule condition to determine schedule master pipeline

What does this MR do and why?

!130990 (merged) didn't really work in disabling load balancer jobs in master schedule pipeline because the child pipeline's source is always "parent" pipeline.

This is MR hopefully addresses it correctly.
