What does this MR do and why?

This MR brings clarification to the Guest+1 role. We received questions from customers asking for clarification to know if Guest+1 custom role with view_code permission in private projects are counting as billable users / paid seats.

This wording aims to clarify that Guest+1 users do not count in Ultimate while enabling other type of custom permissions to guest users will count.
