Set urgency of jobs/allowed_agents endpoint to default

What does this MR do and why?

Changes the urgency of the /api/v4/job/allowed_agents endpoint from :low (5s target) to :default (1s target).

5 seconds is too long for this endpoint, a target of 1 second is more in line with how we expect it to perform.
