Adds a missing ee file for the sidebar codeowners

What does this MR do and why?

Foundations owns the sidebars and needs to approve all additions/changes to it. Currently we’re looking for everything in these two folders:

  • /lib/sidebars/
  • /ee/lib/sidebars/

This MR adds the missing, /ee/lib/ee/sidebars to that list.
