What does this MR do and why?
To make it easy to access the documentation with additional details on requirments and the verification process, this MR adds a link to the documentation in custom email form.
Screenshots or screen recordings
Screenshots are required for UI changes, and strongly recommended for all other merge requests.

How to set up and validate locally
- Navigate to the General settings page in a project and expand the Service Desk section.
- Find the Custom email address card and the new link to the documentation.
