Draft: Update run pipeline page layout

What does this MR do and why?

  • Update layout of Run pipeline page
    • Remove hr
    • Vertically stack inputs
    • Left align inputs Why? We were forcing the variable description textarea height into 32px to align with other inputs. This way we can show more of the variable content without constraining the height.
