Remove expire Etag TODO from issues

What does this MR do and why?

We no longer need to expire etag cache for issues that belong directly to a group instead of a project since they will only be displayed in the new work item detail view that uses GraphQL subscriptions instead of polling on the real_time_updates endpoint
