Resolve "[Feature flag] Rollout of `keep_merge_commits_for_approvals`"
What does this MR do and why?
This feature flag has been turned on since the 10th of August, so it should be safe to remove
Related to #419921 (closed)
To Test:
- Ensure only Prevent approvals by users who add commits is ticked in Project Settings > Merge Request
- Create an MR
- Commit and push a merge commit
- Ensure you can not approve
