What does this MR do and why?

With omnibus-gitlab!7029 (merged), we have replaced Amazon Linux 2022 builds with Amazon Linux 2023, as 2022 was never GA. Install page is being updated in gitlab-com/marketing/digital-experience/buyer-experience!2813 (merged)
