Add package_metadata sync offline troubleshooting

What does this MR do and why?

Add instructions for verifying if package_metadata sync is working properly for offline instances.

This MR replaces !124345 (closed) which had outdated data (only for v1 and only for licenses).

This MR instructs the user on how to check for both license and advisory data and ensures that the instructions are for version_format v2 only.
