Adding Nicole and Mark as EM DRIs for GitLab Steps project

What does this MR do and why?

From a conversation that took place in #424955 (comment 1557978180) recently, it was agreed upon that adding Mark and Nicole as EM DRIs into the design doc for GitLab Steps would be a good first iteration so that Engineering DRIs were represented even though proposals haven't been finalized as of yet. We can always revisit this information should things change or additional DRIs need to be added in the near future.
