Enable `k8s_proxy_pat` FF by default

What does this MR do and why?

We are approaching %16.4 cut and I want to make sure that we "at least" enable the k8s_proxy_pat FF by default.

I've also submitted a draft MR (Remove k8s_proxy_pat FF (!131518 - merged)) to completely remove the FF. However, I want to avoid another round of security review to do that. See my request in &11235 (comment 1556308207) This will make us more confident to remove the FF, see the concerns in !131518 (comment 1555203123)
