Remove the arkose_labs_login_challenge feature

What does this MR do and why?

This removes the arkose_labs_login_challenge and the related arkose_labs_prevent_login feature flags.

Now Account email verification for login has been rolled out, we can remove the Arkose challenge for sign in.
