How to set up and validate locally

- Upload a GitLab Ultimate license
- Navigate to a project => Secure => Policies => New policy => Scan Result Policy => Create and merge a policy
- Navigate to the project => Settings => Merge Requests => Security Approvals => Select the policy
- Verify the Edit Policy button shows up
