Updated openjdk version to 8 from 7

What does this MR do?

Minor change to update openjdk-7 to openjdk-8 in PlanUML Instructions

openjdk-7 was removed from Ubuntu 16.4. Unless users install openjdk-8 instead of openjdk-7, they will see this error:

Package openjdk-7-jdk is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or
is only available from another source

E: Package 'openjdk-7-jdk' has no installation candidate
