What does this MR do and why?
Applies Issue Analytics page filters to the table. Also ensures that closed
issues are only displayed for GitLab Ultimate users.

How to set up and validate locally
- Make sure you have a GitLab Ultimate license
- Go to a group/project with issues:
http://{LOCAL_INSTANCE}/groups/{GROUP_PATH}/-/issues_analytics
orhttp://{LOCAL_INSTANCE}/{GROUP_PATH}/{PROJECT_PATH}/-/analytics/issues_analytics
- Enter one or more filters and ensure that they are being applied to both the chart and the table (for more info, see https://docs.gitlab.com/ee/user/group/issues_analytics/).
