Update db:check-migrations to use PG14

What does this MR do and why?

Update db:check-migrations to use PG14, as it should match the version used by GDK.

Otherwise we may get failures like https://gitlab.com/gitlab-org/gitlab/-/jobs/5208196720, which is related to !132833 (merged).

How to set up and validate locally

Using a branch based on this one, we can see that the job succeeds - https://gitlab.com/gitlab-org/gitlab/-/jobs/5216894527, unlike the example above that is using PG13.
