Clarify user attribute refers to top-level groups only

What does this MR do and why?

Wording in the existing documentation was a tad ambiguous which may have suggested the user attribute setting can_create_group, restricted the creation of ALL groups (both top-level and subgroup). This setting will only restrict the creation of top-level groups.
