Clarify wording in concurrent partition index docs

What does this MR do?

I found the existing introductory wording to this section a little confusing. It reads to me as:

You cannot create the index concurrently. You must create the index concurrently.

I've expanded the wording slightly to hopefully clarify the meaning.
