Onboarding Welcome page: leverage onboarding utils and popover components

What does this MR do?

This is one of many small MRs for the new user onboarding feature, see https://gitlab.com/gitlab-org/gitlab-ce/issues/60093.

It leverages utility functions introduced in https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/13369 as well as the popover components added in https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/13346 and https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/13363 on the onboarding welcome page.

In addition, it adds specs for the welcome page.
