Add content for onboarding tour
What does this MR do?
This is one of many small MRs for the new user onboarding feature, see https://gitlab.com/gitlab-org/gitlab-ce/issues/60093.
It adds the content used in the onboarding tour defined as a tour_parts
configuration.
tour_parts
is an object that consists of 3 tours and has the following structure (with the object keys being the unique tourPart
identifiers):

An object in the tour_parts

Based tourPart
and the forUrl()
method, the onboarding helper component (not part of this MR) decides which content to display.
