Create Geo event when project is created
What does this MR do and why?
Describe in detail what merge request is being backported and why
For Project Repos, #427200 (closed) may be important to large customers, since
RegistryConsistencyWorker
may not reach new projects quickly. This bug will be fixed by !133239 (merged) in 16.5+.
The current change creates a Geo event when project is created, so that the sync is triggered sooner. We're adding this fix to 16.3 and 16.4 before the actual bug fix lands in 16.5
