What does this MR do and why?

Relates to https://gitlab.com/gitlab-com/govern-compartment/-/issues/124+ for the stage update and to https://gitlab.com/gitlab-com/govern-compartment/-/issues/136+ for the authn and authz group split. The stage changes were previously in Update in app metrics for auth group (!130786 - closed) but will close that as it's older changeset
