Move blocking merge requests to GraphQL

Phil Hughes requested to merge ph/frontendBlockingMRGraphQL into master

What does this MR do and why?

This removes the fetching of the blocking merge requests from page load and moves this into a GraphQL query. This will allow us to support subscriptions in the future
