Allow permitted invalid approval settings for policy rule builder
What does this MR do and why?
Related to #428538 (comment 1609348035).
This change will allow the policy rule builder to load with permitted invalid approval settings. The invalid approval settings were persisted in some policies due to a bug addressed in !134471 (merged). There's no implication on the backend side for the invalid settings.
