Change notifications_todos_buttons FF to current_user

What does this MR do and why?

  • Update :notifications_todos_buttons feature flag scope to current_user so we can enable it for all gitlab team members and it'll be consistent across all MRs, issues, incidents, and epics across groups & subgroups
