Change :modify_value_stream rule policy name

What does this MR do and why?

Follow-up of !133632 (comment 1608155089).

Renames value streams policy rule from:modify_value_stream to :admin_value_stream. The latter is reflects the reality better because this rule is being used to check create/update/delete operations.

This does not introduce any change to the current behavior.
