Upgrades the swagger-ui dependency for OAS 3.1 support in file view (fixes #342886 (closed) and #364674)

How to set up and validate locally
- have a repo with an OpenAPI v3.1 document (could be found at https://github.com/OAI/OpenAPI-Specification/tree/main/examples/v3.1)
- got a file view for that OpenAPI document and see it rendered without errors
