What does this MR do and why?

This MR moves 10 tables associated with projects or namespaces to gitlab_main_cell schema, as projects/namespaces are supposed to be cell-local data.
None of the specs failed after making this change, so it turns out that no cross-join queries, cross foreign keys or transactions exist between these tables and any tables currently on the gitlab_main_clusterwide schema.
