Fix issue with issue templates in rich text editor
Fix an issue where rich text editor fails to load correctly if the template is provided in the URL query params.

How to set up and validate locally
- Open the new issue page with query parameter
issuable_template=[Template Name]. - Note that the template is populated correctly.
