What does this MR do and why?

Drops the index_namespaces_on_ldap_sync_last_successful_update_at from Gitlab.com instance. It's not removed for all, as it can be used by self-managed instances. More information can be found in #425975 (comment 1599472386).

It follows the same process as !134948 (diffs) to capture the schema inconsistency.
