Downgrade vue-apollo to prevent auto-restarting subscriptions on error

What does this MR do and why?

As discussed in this slack thread (internal): https://gitlab.slack.com/archives/C0GQHHPGW/p1698227031063189, we need to revert the upgrade to vue-apollo because it has a related "fix" that automatically restarts subscriptions on error, but this is causing "experience increased Puma CPU saturation as well as increased log messages." due to the many unsubscriptions and subscriptions.
