Prospective DB changes for Admission Controller

What does this MR do and why?

This MR stubs out (prospectively) the DB changes needed to support the operations of the Admission Controller when it returns information about admission status, and associated reasoning and/or tag modifications.

This is one component of several MRs that will need to be made to support this functionality.
