This MR moves 4 tables associated with projects or namespaces to gitlab_main_cell schema, as projects/namespaces are supposed to be cell-local data.

1️⃣ cross-db join has been found and marked for removal. -
1️⃣ cross-db transaction has been found and marked for removal.
