Release the `global_ci_catalog` by removing the FF

What does this MR do and why?

Remove the global CI catalog FF. Adding this to the Global Navigation was approved in #428145 (closed)

How to set up and validate locally

  1. Make sure the FF is disabled in rails c, Feature.disable(:global_ci_catalog)
  2. Go to the explore menu
  3. Notice the CI/CD catalog is visible
  4. Click on it
  5. Notice that it loads
