Adds button to return to runners list from dashboard
What does this MR do and why?
This change adds a link to the runners list and runner creation to the runner dashboard, so users can navigate to other importnat pages to manage their runners.

How to set up and validate locally
- Visit Admin -> Runners
- Select "Fleet dashboard" to visit http://gdk.test:3000/admin/runners/dashboard
- Check the header of the page contains two new link, to go back to the list of runners and create a new runner.
