Move another few specs to run with the new sidebar

What does this MR do and why?

Ensure Dependencies Controller spec runs with new nav

This is a minor miss from: !135385 (merged)

Disable failing Merge Request spec

The new sidebar has a minor bug 0, it doesn't decrement the open MR count when an MR is merged. This is known and will be fixed in the future. (The behavior is bugged in the old navigation as well, e.g. if you habe 5.7k MRs, the counter will change to NaN)
