What does this MR do and why?

Introduces The SyncServiceTokenService

It is responsible for refreshing the JWT Service token, by making a request to the Subscription Portal with the license key, then storing the retrieved token in application database.

Note: The SyncServiceTokenService is not used yet, it will be used in the next iteration by SyncServiceTokenWorker CronJob, which will be used to refresh the token once per day, instead of SyncSeatLink worker.
