Introduce SyncServiceToken Worker

This is part 2. SyncServiceTokenService was introduced in part 1: !136077 (merged)

The SyncServiceToken worker is a Sidekiq CronWorker triggered once per day. It is responsible for refreshing the JWT Service token, by making a request to the Subscription Portal with the license key, then storing the retrieved token in application database.
