Adds missing feature_category declaration

What does this MR do and why?

As it says on the tin.. I spotted this while working on some unrelated refactoring work. I think that :shared is likely the best category, as this is truly a shared "junk drawer" of a file, supporting many different uses across gitlab-org/gitlab
