What does this MR do and why?

Proposal to move relevant content from Free User limits FAQ on about.gitlab.com to corresponding Free User Limit page on docs.gitlab.com. Updates are taking into account that the free user limit has been applied as of June 2023 and many FAQ details are now stale/past tense.
