Add additional step to restart PostgreSQL

What does this MR do and why?

When setting up the Gitaly cluster. I experienced an error while I was reconfiguring the Praefect server. This is because the praefect could not connect to PostgreSQL since the TCP port is not active.

A restart of PostgreSQL resolves this issue.
