Updated Dedicated Config instructions to include Switchboard

What does this MR do and why?

Switchboard config instructions were previously added to the Configuration Instructions but the opening paragraph did not explicitly state that some configurations can be done using Switchboard and others cannot. This MR reduces the ambiguity by providing that clarification
