Add setup for new Ultimate trial plan

What does this MR do and why?

As part of the Support Priority1 and CEO OKR epic Allow existing Premium customers to trial Ultimate, this MR introduces a new Ultimate trial plan to be used to track these new revenue opportunities. It is a continuation of what was started by !135759 (merged).

The new plan should behave the same way as the regular Ultimate plan, without any of the limitations imposed by the current trial experience intended for non-paying customers.

This is intended to be a setup-only MR and the actual use of this new plan will come with https://gitlab.com/gitlab-org/customers-gitlab-com/-/merge_requests/8667.

Its counterpart on CustomersDot is https://gitlab.com/gitlab-org/customers-gitlab-com/-/merge_requests/8666. All usage of this new plan will be initiated from CustomersDot (currently behind a feature flag).
