Allow access to GraphQL endpoints via admin_vulnerability permission
What does this MR do and why?
This change ensures that a User that belongs to a custom role with the admin_vulnerability permission is able to access the GraphQL mutations for managing vulnerabilities. To accomplish this goal is converts pending specs to running examples. The work included in this MR is a continuation of the work that started in !136121 (merged).
