Description

This updates the Cells blueprint with a more updated iteration plan based on the latest estimations https://gitlab.com/gitlab-org/gitlab/-/issues/427527#note_1617867245 and workflows taking into account that the rest of the groups will contribute to the Cells defining and implementing their workflows as described in #431620 (closed).
