Finalize backfill of packages_tags.project_id

What does this MR do and why?

Cleanup for !135451 (merged):

  • Finalise the BackfillPackagesTagsProjectId batched background migration, which has completed (internal).
  • Validate the previously created NOT NULL constraint.
