What does this MR do and why?

Includes:

  • Bulk assignment/un-assignment frontend changes from original spike.
  • Sticky header
  • Confirmation modal
  • Select 50 or 100 users per page

Note: This is not production ready code and is only meant for feasibility check and estimation.
