Clarify code review responsibilities of Authn and Authz groups

What does this MR do and why?

It clarifies the responsibilities regarding code reviews of groupauthentication and groupauthorization because the team groupauthentication and authorization [DEPRECATED] split into these two.

Recently CODEOWRNES change moving some responsibilities to ~"group::authorization" has been merged and we also need to update the documentation.
