Pipeline Minigraph: Change tooltip direction in job items
What does this MR do and why?
Pipeline Minigraph: Changes the tooltip direction in job items from bottom to top.
Currently the tooltip always covers the next element in the list and when you want to debug e.g. a failed pipeline it makes it almost impossible to click on the next element.
